Aprovado na CSSF o relatório da Deputada Federal Adriana Ventura sobre o PL das Filas do SUS!
A Deputada Federal Adriana Ventura apresentou um relatório importante na Comissão de Seguridade Social e Família que abrange as pautas de Saúde na Câmara: o do PL 10.106/2018, que aprimora o controle de filas no SUS.
“Defendo a transparência e a publicidade das listas de espera de cirurgias médicas eletivas. Só dessa maneira conseguiremos manter um registro público confiável das pessoas que aguardam na fila das cirurgias eletivas”, diz a deputada paulista. “Deve ser disponibilizado na internet, acessível à população e atualizado periodicamente”.
A transparência é um mecanismo efetivo de combate a adulterações e fraudes nestas listas, pois possibilita a ampla fiscalização pelos pacientes e pelo próprio Sistema Único de Saúde (SUS), além, claro, do controle exercido pelos órgãos de controle da Administração Pública e da sociedade.
“O PL das filas do SUS teve mais de 30 projetos apensados, envolvendo temas correlatos. Assim, procurei fazer um parecer pela aprovação de todos os projetos com pertinência”.
No substitutivo, a deputada Adriana Ventura concentrou-se nas medidas de informatização e transparência das filas de espera no âmbito do SUS, preservando o espírito de publicidade e transparência, contemplando todos os projetos de lei apensados!
Alguns pontos positivos da aprovação do PL:
– Dados organizados e detalhados no SUS, para poder subsidiar futuras escolhas de políticas públicas.
– Organização racional dos fluxos a partir de informações como tamanho da fila, velocidade de aumento ou de diminuição da fila, etc.
– Melhoria na devolutiva ao paciente, que saberá sua colocação e o porquê de não poder ser atendido de pronto.
– Aumento da solução dos problemas do SUS, como consequência dos itens anteriores.
– Instrumento para avaliação da funcionalidade do sistema de saúde.
– Respeito ao sigilo: o paciente e o gestor saberão a identificação, mas outras pessoas não terão acesso a nomes apenas a identificação numérica.
Agora o PL vai para a Comissão de Constituição e Justiça e Cidadania.
