Desde o início da pandemia, a Deputada Federal Adriana Ventura tem apresentado proposições na Câmara dos Deputados com a finalidade de ajudar no combate à epidemia da COVID-19. As iniciativas vão desde otimização do tratamento médico nos tempos de isolamento, como a Lei da Telemedicina, diretamente ligadas à saúde, até aumento da punição para os gestores que desviarem recursos em pleno estado de calamidade pública. Leis da Deputada Adriana Ventura que contribuem para enfrentar a crise sanitária
- Lei 13.989/2020 – Autoriza o uso da telemedicina durante a epidemia
Esta lei autoriza durante a crise ocasionada pelo coronavírus (SARS-CoV-2), em caráter emergencial, o uso da telemedicina, em todas as atividades da área de saúde, nos padrões que já são utilizados no atendimento presencial. - Lei 14.006/2020 – Libera a importação de medicamentos e equipamentos contra a COVID, aprovados internacionalmente, caso a Anvisa não analise em 72 horas.
Esta lei autoriza, de forma excepcional e temporária, a importação e distribuição de qualquer material, medicamentos, equipamentos e insumos da área de saúde sujeitos à vigilância sanitária sem registro na Anvisa. Os materiais devem ser considerados essenciais para auxiliar no combate à pandemia do coronavírus e deverão estar registrados por pelo menos uma das autoridades sanitárias estrangeiras e autorizados à distribuição comercial em seus respectivos países. - Lei 14.023/2020 – Garante equipamentos de proteção e prioridade nos testes para dos profissionais de saúde na epidemia
Esta lei adota medidas imediatas para preservar a saúde e a vida de todos os profissionais considerados essenciais ao controle de doenças e à manutenção da ordem pública, durante a emergência de saúde pública decorrente do coronavírus. Dessa forma, o poder público e os empregadores ou contratantes fornecerão, gratuitamente, os equipamentos de proteção individual (EPIs) recomendados pela Anvisa aos profissionais que estiverem em contato direto com portadores ou possíveis portadores do novo coronavírus. Estes profissionais também têm prioridade para fazer testes de diagnóstico da Covid-19. - Lei Complementar 172/2020 – Autoriza a transferência de saldos financeiros remanescentes de exercícios anteriores durante a epidemia
Esta Lei autoriza os Estados, o Distrito Federal e os Municípios a transferirem os saldos financeiros remanescentes de seus respectivos Fundos de Saúde, provenientes de repasses do Ministério da Saúde, para ações exclusivamente de serviços públicos de saúde.

- PL 1485/2020 – Duplica as penas de crimes contra a administração pública quando estes forem praticados por ocasião de calamidade públicaRegras e fiscalização têm sido afrouxadas, muitas vezes como resposta para gerar celeridade a processos e procedimentos diante da urgência da pandemia provocada pelo Covid-19. Diante disso, o cenário pode se tornar um campo aberto para os mais diversos delitos de ordem corruptiva. Frente aos enormes repasses e vultosas verbas emergenciais liberadas, bem como simplificação de processos licitatórios, este projeto propõe o endurecimento das penas relativas à corrupção.
- PL 240/2021 – Prevê a majoração da pena de improbidade administrativa para o agente que fraudar ordem de vacinação estabelecida
O desrespeito da ordem de vacinação é uma conduta altamente reprovável. Em meio a um estado de crise sanitária, tal atitude se mostra ainda mais problemática. Este Projeto de Lei pretende, em consonância com o grau de reprovabilidade do ilícito, elevar a pena administrativa para os casos de agentes que, ao se utilizar da máquina pública, burlam a ordem expressa de vacinação estabelecida pelo Ministério da Saúde, seja em seu favor ou em favor de terceiros.

- PL 753/2021 – Autoriza partidos políticos a doarem recursos do Fundo Partidário para a aquisição de vacinas
Esta proposição pretende dar possibilidade dos partidos políticos ajudarem diretamente no combate à pandemia da COVID-19, lançando mão dos recursos recebidos por meio do Fundo Partidário para compra de vacinas já aprovadas pela ANVISA, por parte do SUS. - PL 3186/2020 – Aumenta em 1/3 penas previstas pelo Código Penal para fraudes no auxílio emergencial, com restituição em dobro de valores recebidos
A ideia central do auxílio é amparar financeiramente milhares de indivíduos e famílias em situação de necessidade pelo avanço da pandemia. Entretanto, à medida que os valores do auxílio emergencial estão sendo liberados pelo governo, tem-se constatado um aumento no número de fraudes na concessão desse benefício. Este projeto prevê endurecimento das punições e devolução em dobro do benefício, nos casos relacionados ao reconhecimento de fraude e má fé na percepção do auxílio emergencial. - PL 928/2020 – facilita o acesso a medicamentos em farmácias e drogarias credenciadas ao Programa Farmácia Popular do Brasil em caso de pandemia declarada pela OMS
O projeto permite que os medicamentos sejam enviados ao paciente por serviço de entrega em domicílio ou por meio de representante. O medicamento será entregue pela farmácia ou drogaria a qualquer pessoa identificada por documento de identidade e CPF que apresente a receita, laudo ou atestado médico e um documento de identificação do paciente, sem a necessidade de procuração ou de reconhecimento de firma.
